http server? What http server??

I have noticed this section in mame.ini (linux)

# HTTP SERVER OPTIONS
#
http                      0
http_port                 8080
http_root                 web

What is it for?  I can set the http to 1, but I cannot connect to the machine in the 8080 port in any way. Is it for something local? And if yes, what is it for?

So it is the fake web that is shown to the emulated machine, right?
