New scripts to compile MAME for Windows XP/64

I've created new scripts to compile MAME for Windows XP or MAME 64bit for Windows 10/11 with Clang 15 on Windows 10.

Also a script for a 32bit MAME version for Windows XP using GCC 9.3 on Windows XP.

For different MAME versions (ARCADE or MESS) the necessary files arcade.flt and mess.flt will be auto-generated. No need to do this by hand!

I have finally fixed the batch for generating the arcade- and mess.flt and the mess exceptions.

Clrmamepro will probably do its job now :)
