Help create Raine datfile

can you tell me please how create Raine 0.95.5 datfile? 

I downloaded DatUtil but dont know how use it or to use another program?

you can scan raine.exe  with clrmamepro if it is only to rebuild your rom set or make a fix dat with empty folder.
