I am currently using mame64 0.195 and for some reason no version of vigilante I have used has sound

That looks to be a problem with Mame itself, Buccaneers doesn't have sound either in 0.195.
They both have sound in 0.194.

The bug also exists in the 0.196 beta version, so I don't think it'll be fixed by next Wednesday.

It got fixed in Mame 0.196, you'll need to update your roms.
