Can't download files after upgrade to BASIC Member

Hi. i upgraded my account but i can't still download files. Please check my settings. thanks 

Right, if you maxed out BEFORE upgrading membership, you will have to wait until the timer resets as far as I can remember.
This happened to me a few months ago.
I could be wrong but I think it's right

It should time-out after 60 minutes.
