CHD File Versions

I have a question about MAME 0.235 and CHD File Versions.  My apologies if this question has been asked before.  Here goes...

I have noticed that a subset of the SHA-1 hashes for CHD files in the MAME 0.235 DAT file are for File Version 4.  However, the CHD manager in the MAME 0.235 release generates File Version 5.  Here is an example of File Version 4:

So my question is, why does the current version of MAME list hashes from older CHD file versions?  Some thoughts I had (not necessarily good ones):

- Maybe it is because a lot of these files with File Version 4 are listed as bad dumps, therefore, it's not worth the effort to convert a bad dump disk image to File Version 5?

- Maybe it is due to manpower, as the devs have many other better things to do than sit around and convert old disk images up to Version 5?

Anyone know the story with this?
